But we were wrong, because the latest of the <\/span>2017 makeup trends<\/span> to take over is <\/span>neon makeup<\/span> \u2014 specifically, <\/span>neon eyeliner<\/span> \u2014 and it looks kind of amazing. Is <\/span>neon eyeliner<\/span> the new <\/span>holographic makeup<\/span><\/a>? We\u2019re not ready to put down our <\/span>holographic eyeshadow<\/span> just yet, but we\u2019ll give <\/span>neon makeup<\/span> a try. It\u2019s a pretty edgy look, so before you whip out your credit card to get yourself a whole new <\/span>eyeshadow palette<\/span>, try it out with this quick and easy <\/span>photo editing<\/span> and <\/span>drawing tutorial<\/span>.<\/span><\/p>\n

  1. 1.<\/strong>\u00a0Open the\u00a0PicsArt app<\/a> and click on the purple plus sign (+) at the bottom of the screen to start a new project.<\/li>\n
  2. Open a picture of yourself in the <\/span>photo editor<\/span>. Tap on the Effects > Colors > Colorize. Tap on the Colorize icon to open the settings panel and use the sliders to customize the <\/span>photo effect<\/span>. Tap on \u201cApply.\u201d<\/span><\/li>\n
  3. Tap on the Draw icon to open your picture in the <\/span>Drawing Tool<\/span>. Use the color chooser in the bottom left corner to choose a bright color. <\/span><\/li>\n
  4. Tap on the paintbrush icon to open the brush settings menu and select your brush.<\/span><\/li>\n
  5. Use two fingers to zoom in on your picture and start drawing! When you\u2019re done, tap on \u201cApply\u201d and then tap on the arrow icon to finish. Save your photo edit<\/span> and show off your new <\/span>neon makeup<\/span> look by sharing it on PicsArt with the hashtag #NeonMakeup!<\/span><\/li>\n<\/ol>\n
