1. Download PicsArt photo editor and collage maker for iOS, Android, or Windows.
2. Tap on the pink plus sign at the bottom of the screen, and choose your photo.
3. Tap on “Effects” and choose the “Drama” photo effect. Tap on the “Save” icon to the right of the eraser at the top of the screen.
4. Go to “Colors,” and choose “Colorize.” Tap “Apply.”
